Office of the Chief of Finance

The Chief Finance Office is responsible for providing strategic financial management and stewardship of the Authority's resources by ensuring effective planning, budgeting, accounting, procurement oversight, financial reporting, internal financial controls, human resources and administration, Information and technology management, and compliance with applicable public finance laws, regulations, and governance requirements.

Particularly, some specific roles and responsibilities are implemented through the following units within the Chief Finance Office:

  1. Planning Unit;

  2. Human Resources and Administration Unit; and

  3. Finance Unit.

 

Planning Unit

 

The planning Unit is responsible of: 

  1. Overseeing the institutional planning to ensure complementarity and coordination.

  2. Monitoring the institutional performance progress.

  3. Ensuring that implementation is aligned with the Rwanda FDA strategic plans, specific operational plans, research and regular reports on all operational activities.

 

Human Resource and Administration Unit

 

The Human Resource & Administrative Unit is responsible of: 

  1. Developing and implementing human resource and administrative policies, strategies, plans, budgets, and operational frameworks, and ensuring effective resource utilization, budgetary control, and risk management.

  2. Managing human resources throughout the employee lifecycle, including workforce planning, recruitment, deployment, retention, performance management, staff development, employee welfare, occupational health and safety, staff relations, discipline, and compliance with staff regulations, the code of ethics, and other applicable regulatory requirements.

  3. Overseeing organizational development and institutional culture, including promoting a professional, ethical, accountable, and high-performing work environment.

  4. Coordinating the provision of administrative and support services, including facilities management, transport, and security services, while providing strategic advice to the Director General on human resource and administrative matters. 

 

Finance Unit

 

The Finance Unit is responsible of:

  1. Developing and implementing financial policies, strategies, plans, budgets, and internal financial management frameworks to ensure sound financial governance, effective resource utilization, fiscal discipline, budgetary control, and financial sustainability in support of Rwanda FDA strategic objectives.

  2. Managing Rwanda FDA financial resources and assets, including revenue collection and administration, expenditure commitment and control, payments, cash flow management, accounts receivable, bookkeeping, treasury operations, financial reporting, and the preparation of financial statements, in compliance with applicable public finance laws, accounting standards, and statutory requirements.

  3. Coordinating budgeting and financial performance management by preparing and consolidating institutional budgets, monitoring budget implementation, conducting financial analysis, providing strategic financial advice, and supporting evidence-based decision-making and long-term financial sustainability.

  4. Strengthening financial governance and internal controls by establishing and continually improving financial management systems, policies, procedures, accounting controls, and the safe custody of financial records, while facilitating internal and external audits.
